Almost daily I get requests from other websites or weblogs to be added to my blogroll. Quite a lot of them are generated by robots, have no relation whatsoever with the subjects I'm covering, so they would not even get a reply.
For those who belong to the more genuine category of bloggers I will explain how it works for me, since I might sound sometimes rude in telling people I'm too busy to be bothered. Sending emails to me has a limited effect. I would mostly have a look at your website or weblog and actually add you to my rss-reader to monitor what you are doing if I think your information is useful.
What works better is if you are quoted by others. They link to you, I see that and if I think it is interesting I will write about your stories, link to them and add you to my rss-reader.
So, it gets sometimes pretty busy on my rss-reader and when times allows, I will start cleaning up my reader. The sites I cannot remember when I see their name or when they have not been updated for a long while, they will be deleted. Can I remember your stories (regardless whether I like them, agree with them or not) will show up after a few months in my blog roll.
In short, there is only one way: get my attention and that of the rest of the world. Do interesting things.
