Were the ant-farmer protests in Shenyang organized?

When any government on any level tells us protest against them were organized by evil forces, I tend to be sceptical. But the authorities in Shenyang have for sure an interesting culprit who is accused of organizing the recent protests by ant-farmers after the company Yilishen went belly up and demonstrators asked the government to intervene.
China Digital Times now reports, based on Chinese media, that the chairman of the Yilishen group has been arrested for organizing social unrest.
They quote the Wenhui Daily"

Chairman of Liaoning Yilishen Corp., Wang Fengyou, was arrested on charges of instigating social unrest on Dec.7. Wang is suspected of organizing and instigating ant farmers to demonstrate in front of local government departments.

To cover up his company's financial fiasco and shift tension, Wang paid more than one million yuan (about $150,000) to 46 employees of various company branches and about $50,000 to 11 managers to organize and instigate art farmers to petition with local government departments.

Due to Wang's manipulation, a large number of angry ant farmers, who were initially demanding withdrawal of their investments at Yilishen's headquarters, went instead to demonstrate in front of local party and government buildings since Nov. 20, sabotaging traffic and severely jeopardizing social order.

There are still three options. The story is true, untrue or partly true. For the time being, without having any additional facts, I opt for the last one.
