What makes the situation interesting is that the People's Daily, the communist newspaper, has picked up the original story by the Henan Commercial Newspaper, indicating this kind of protest is at least condoned.

Where is the link to People's Daily? Are you sure it is there and not at China Daily?
You will find the link under the headline. This is much too daring for the China Daily. The People's Daily also has to stick to the political line, but can do a bit more than the English language papers.
Actually, it is not covered by Renmin Ribao, the newspaper. It is on their wesbite, which is very different.
Hope not another foreigner pretending to read Chinese when not.
