As China's leadership gathers in Beijing to set its economic course for the coming five years, including its economic imbalance, Arthur Kroeber has a critical look at the country's achievements in the BBC."I think the leadership may be looking at the recent performance and over-estimating how good they really have done," said Arthur Kroeber, managing director of the research firm Dragonomics.

There were some structural changes already. Cities are blacking out and factories are closing to say power when power consumption targets are set. Give Chinese government a target and they will meet it, in the most creative way possible.
